What ECO4 actually is
ECO4 — the Energy Company Obligation, phase four — requires large energy suppliers to fund efficiency upgrades in fuel-poor homes. It is not a pot of cash you apply to directly: approved installers do the work and claim the funding. For eligible households the measures are typically free or heavily subsidised.
The key fact is the deadline: the scheme ends on 31 December 2026 (checked October 2026). With installer surveys, paperwork and lead times, autumn 2026 is realistically the last sensible moment to start — not New Year's Eve.
Who qualifies?
Eligibility runs on two tracks. The main route is means-tested benefits: households where someone receives certain benefits — including Universal Credit, Pension Credit, Child Tax Credit, and similar income-based support — are typically in scope. The exact qualifying benefit list is set by the scheme rules, so treat any article's list (including this one's) as a pointer, not gospel, and confirm with an official checker.
The second route is ECO4 Flex: councils can flag low-income or vulnerable households that don't tick the benefits boxes — for example, households with certain health conditions made worse by cold homes. Flex rules vary by local authority, so your council's website is the source of truth.
On top of that, the property usually needs to be energy-inefficient — typically an EPC rating of D to G. Well-insulated modern homes generally don't qualify regardless of income, because the scheme targets the leakiest homes first. Private tenants can qualify too, though the landlord must agree to the work.
What does it cover?
ECO4 is a whole-house scheme, not a single-measure voucher. Depending on the survey, it can fund: loft and cavity wall insulation, solid wall insulation, room-in-roof insulation, first-time central heating, boiler upgrades or replacements, air source heat pumps, heating controls, and sometimes solar PV as part of the package.
Note the emphasis: insulation and heating come first. Solar panels are occasionally included but are not the scheme's focus — if your roof is the only thing you want, ECO4 probably isn't your route (see solar panel grants for the honest picture there).

It is the natural successor for households that miss the ECO4 window — but it is council-administered, so availability and criteria vary by area. Check your local authority's website from early 2027.
The timeline: apply now, not in December
ECO4 ends on 31 December 2026 — that's a hard stop on new measures, not a deadline for starting paperwork. The realistic sequence is: application and benefit checks, a home survey, approval, then scheduling the work — and each step takes weeks, while installer capacity tightens as the deadline approaches.
